The Department of Labor changed to Key Bank for debit card services. Why did the Department of Labor stop using the Chase Direct Payment Card?

JP Morgan Chase discontinued their prepaid card program. KeyBank offers the Department of Labor's customers all of the same services that JP Morgan Chase used to, plus some additional services like email or text alerts. If you collected benefits on a Chase Direct Payment Card, read a notice to claimants.

When will I get a new debit card from KeyBank?

If you file a new claim for Unemployment Insurance benefits, you should receive your debit card early in the third week of your claim.  If we have to investigate your claim, it may take longer.

If you are not collecting benefits (due to temporary work or some other reason), you will receive a new KeyBank debit card when you start collecting benefits again.  It will take 7-10 business days to get your new card in the mail, which may delay your benefits.

The debit card will be mailed in a plain white envelope.  Please watch for it in the mail.  Do not throw it away, even if you sign up for Direct Deposit.  It is valid for 3 years and can be used for future claims.

Keep your Chase Direct Payment Card and use it until all funds are gone.  The funds on your Chase Direct Payment Card will not be transferred to your new KeyBank debit card.  You can keep using your Chase Direct Payment Card as long as there is a balance on it, even if you have a KeyBank debit card.

Should I stop using my Direct Payment Card?

No. Use your Chase Direct Payment Card until all funds are gone. You can then discard it. The funds onyour Chase Direct Payment Card cannot be transferred to your new KeyBank debit card. You can keep using your Chase Direct Payment Card as long as there is a balance on it, even if you have already received your new KeyBank debit card.

What are my other options for receiving benefits?

You can get your benefits direct deposited into your personal checking account. Register for direct deposit via your online account at: www.labor.ny.gov/signin.

How can I view my monthly account statement and other Direct Payment Card account information?

To view your monthly statement and other Direct Payment Card account information, log in at https://www.ucard.chase.com/. You will need your Direct Payment Card PIN.

You may ask to get a monthly paper statement in the mail. Call Chase Customer Service at (877) 221-1634 or go online at https://www.ucard.chase.com/. Once you log in:

  • Click on the "Self Services" tab at the top of the page
  • Select the "Enroll in Paper Statements" option
  • Follow the instructions

How can I prove that I get UI benefits?

You may review and print the benefit payment details from your current claim after you login with your NY.gov ID and click on Unemployment Benefits.

What is the best way to avoid paying fees to access my money?

To avoid paying fees, keep track of your account balance. You can do this:

You may get cash free of charge:

  • At Chase or AllpointATM locations
  • By visiting a teller at any bank that displays the MasterCard logo

Just look for ATMs that display the logos on the back of your Card. To find an ATM near you, use the ATM locators at Chase ATM locations and Allpoint ATM locations.

Lastly, you may also use your Direct Payment Card to make purchases at millions of businesses, known as Point-of-Sale (POS) locations, which accept MasterCard.

What is the difference between transaction fees and a surcharge?

Chase Bank charges transaction fees for using the Direct Payment Card at ATMs outside the network. 

A surcharge is a fee imposed by the owner of the ATM if it is not a Chase or Allpoint ATM. Most ATM owners outside the Chase network will charge a fee for the use of their machine. These fees may vary, so check your balance statement and plan ahead.

Will I have to pay ATM surcharges?

It depends on how you choose to access your funds. You can use your Direct Payment Card with no surcharge at Chase and Allpoint ATMs nationwide and at banks that display the MasterCard logo.

There may be an additional surcharge from the ATM owner. Therefore, a transaction that is free at a Chase or Allpoint ATM or at a bank teller that displays the MasterCard logo, could cost more than $1.50 somewhere else.

Please note that at Allpoint ATMs you must press "YES" to accept the surcharge and proceed with your transaction.

  • You will not be charged for the fee
  • There will not be a fee deducted from your account
  • Check your ATM receipt to verify this.

Many other ATM owners do assess a surcharge, so keep track of your balance. If you use an ATM with a surcharge, you must pay that fee. To avoid ATM fees:

  • Visit the teller at any bank that displays the MasterCard logo
  • Get a cash advance payment at no charge

Is there a fee to get cash from a bank teller?

There is no fee if you go to a teller at any bank that displays the MasterCard logo to get your benefits in cash.

Is there a fee to get my benefits in check form from a teller?

Yes. Depending on the bank, the fee for a check may vary. 

Are there any fees at Point-of-Sale (POS) locations?

You can use your Direct Payment Card without a fee to make purchases at any location that displays the MasterCard logo.

Is there a fee to get cash back at a Point-of-Sale (POS) terminal?

Depending on the type of agreement the vendor has with the bank, there may be a fee to get cash back. You should ask about any fees before you proceed with the transaction.

Where You Can Use the Card

Where can I use my Direct Payment Card?

You can use your Direct Payment Card to withdraw cash, surcharge-free at Chase and Allpoint ATMs in the United States. Just look for ATMs that display the logos on the back of your Card. To find an ATM near you:

You can also use your Card to get a cash advance at no charge at a teller window in any bank that displays the MasterCard logo. MasterCard is also accepted at hundreds of thousands of businesses where you can make purchases and sometimes get cash back with your purchase. The amount of cash back allowed may vary by store, as will the fee they may charge. Be sure to ask the clerk about debit card fees before you begin your transaction.

You cannot use your card:

  • To pay for gas outside at the pump. Instead, you will have to go inside the service station and prepay for the fuel purchase. 
  • For travel on cruise lines.
  • For pay-per call services (900 number calls).

Can I get my benefits in cash or check form from a bank teller?

You can get your benefits in cash or as a check from:

  • Any Chase Bank location
  • Any bank that displays the MasterCard logo

The MasterCard logo guarantees that you can withdraw funds from your account.

Can I use my Card at any bank or does it have to be a Chase location?

Yes, you may withdraw cash with no fee at the teller window of any bank that displays the MasterCard logo. If you go to a Chase location there will be no fee for any transaction. If you go to a non-Chase network bank, there will be a fee to check your account balance or to issue a paper check. The fees may vary between institutions. Before you choose your transaction:

  • Show the teller the Direct Payment Card
  • Ask about fees

Can I get cash back at a Point-of-Sale (POS)?

Some vendors will allow you to get cash back with your purchase. For example, most grocery stores allow this. However, the amount of cash they allow and the fees charged will vary by store. Be sure to ask the clerk or cashier about their policies before you complete your transaction.

What if there are no Chase branches where I live?

You can go to any financial institution that displays the MasterCard logo to receive the balance of your UI benefits from your account in cash at no charge.

What ATM networks accept the Direct Payment Card?

Chase, Allpoint, and Pulse networks all accept the Direct Payment Card.

Are there advantages to using an Allpoint ATM vs. a Chase ATM?

Allpoint ATMs are located in retail outlets across the state, not in banks. Depending upon your location, you may find you have greater access to Allpoint ATMs.

What should I do if I lose my Direct Payment Card?

If your Direct Payment Card is lost, stolen or damaged, you must call Chase Customer Service at (877) 221-1634 and they will mail you a new card. 

How will I know how much money is on my Direct Payment Card?

To find out your Direct Payment Card account balance:

  • Check it through Chase's safe, secure web site at https://www.ucard.chase.com/
  • Call Chase Customer Service at (877) 221-1634.
  • Check it (without a fee) at all Chase and Allpoint ATMs

If you check your balance at another ATM or at a bank displaying the MasterCard logo, you will need your PIN number to access your account information.

How much money can I withdraw from an ATM?

You cannot withdraw more than $800 per day from an ATM with your Direct Payment Card. Note: There may be a lower limit on the individual ATM.

Remember, there is no fee if you use your Direct Payment Card at Chase and Allpoint ATMs. 

Is the Direct Payment Card PIN different from the UI PIN?

Your Direct Payment Card PIN is a four-digit number that you enter on the keypad at ATMs, retail locations and when you call Chase Customer Service. This is different from your UI PIN, which is also a four-digit number that allows you to access your Unemployment Insurance claim information and claim weekly benefits. 

When will I need to use the PIN?

You will need your Direct Payment Card PIN to:

  • Access your account information on Chase's website
  • Obtain account information from Chase's Customer Service Center
  • Make a withdrawal at an ATM

What if I forget my PIN?

If you forget your Direct Payment Card PIN, call Chase Customer Service at (877) 221-1634 to select a new one. You should choose numbers that are easy for you to remember, but hard for someone else to figure out.

What if I enter the wrong PIN?

When you have trouble remembering your Direct Payment Card PIN, DO NOT try to guess when entering it on a Point-of-Sale (POS) terminal or ATM. If you enter the wrong Direct Payment Card PIN, you have three more chances to enter the correct number. After four tries, if the correct Direct Payment Card PIN is not entered, you must wait until after midnight to try again or call Chase Customer Service at (877) 221-1634 for help.

What if my Direct Payment Card doesn't work?

If your Direct Payment Card doesn't work, please make sure that you:

  • Have activated the Card
  • Show a balance in the account

If an ATM doesn't accept your card, try another ATM. The first ATM may be out of service or may not be part of the network that accepts the card. If the card still does not work, call Chase Customer Service at (877) 221-1634 for help.

Is there a limit on the number of purchases I can make per month?

You can make an unlimited number of Point-of-Sale (POS) purchases per month. You can use the card as long as there is money in the account to cover the amount of the purchase. Be sure to keep track of your balance.

What happens if I try to make a purchase and there are insufficient funds in my account? Will it go through or be denied?

If you try to make a purchase at any Point-of-Sale (POS) and there is not enough money in your account to cover the purchase, it will be denied. 

There is less than $20 in my account - how do I get it if the ATMs only work in $20 increments?

If there is less than $20 in your account, you can get the balance in your account for free from:

  • A teller at any Chase location
  • Any bank that displays the MasterCard logo

You can also spend these funds at any Point-of-Sale (POS) that accepts MasterCard.

I no longer collect benefits. What do I do with the Direct Payment Card?

Your Direct Payment Card is valid for three (3) years. Even if you no longer collect benefits, you should keep using the Direct Payment Card until it no longer has a balance on it. After you have used all the funds, you may throw the card away. If you have a new Unemployment Insurance claim in the future, you will receive a new debit card from KeyBank to use to access your benefits.

Please call Chase Customer Service at (877) 221-1634 to request a new card if you:

  • Lose the card
  • Throw away the card
  • Have an expired card (more than three (3) years old)

What do I do when my Direct Payment Card expires?

If your Chase Direct Payment Card still has a balance on it, call Chase Customer Service at (877) 221-1634 to get a new card.
