Aquatic Antifouling Paint Applicator
Description
An Aquatic Antifouling Paint Applicator commercially applies antifouling paints, which are pesticides, on vessel hulls, boat bottoms, structures and other marine surfaces to inhibit the growth of aquatic organisms. Commercial application of pesticides means any application of a pesticide that is not a private or residential application. (See Environmental Conservation law Article 33, Title 9A for a description of this occupation.) Aquatic Antifouling Paint Applicators are not permitted to use restricted use pesticides and cannot supervise apprentices.
Certification Requirements
Aquatic Antifouling Paint Applicators must be certified by the New York State Department of Environmental Conservation (NYS DEC). Once certified an Aquatic Antifouling Paint Applicator will be issued an identification card and must have a valid card in their possession to work. Aquatic Antifouling Paint Applicators must register as a pesticide business, work for a registered business, be employed by a registered business, or apply pesticides on property owned or leased by their employer.
Recertification
Aquatic Antifouling Paint Applicators must be recertified every three (3) years. Recertification credits are obtained by attending continuing education courses throughout the 3 year recertification cycle. Continuing education credits are either Core training, which applies to all categories, or specific to the category of certification. A closed book recertification exam is offered as an alternative.

- $900- Business registration, 3 year term
Education and Training
All individuals must meet one of the following requirements to become eligible to be an Aquatic Antifouling Paint Applicator:
Applicant must have successfully completed a NYS DEC approved 20 hour training course, or
- or -
Have two years of verifiable experience as an apprentice working with aquatic antifouling paints.
Proof of experience must be provided in the form of a notarized letter on letterhead from the certified applicator you gained your experience under, signed by both you and the certified applicator.
Examination Requirements
Examinations are offered through the NYS DEC Regional Offices. You must pre-register for an exam. The Aquatic Antifouling Paint Applicator exam has two parts; core, and category. The core exam is a 50 question closed book exam, with 70 percent required to pass. The category exam is a 50 question open book exam, with 70 percent required to pass.
Registered Pesticide Business/Agency
Any agency applying pesticides, and each business offering, advertising, or providing pesticide application services for hire must register. An example of an agency would be New York State Agencies, school districts, colleges and municipalities.
