Mine Safety and Health Administration

Who Are We

The Mine Safety Training Program is a federal grant program that has been funded by the Mine Safety and Health Administration (MSHA) since the inception of MSHA’s State Grants' Program in 1979. The program is designed to meet the training needs of the surface nonmetal mining industry. Courses vary in content depending upon the type and nature of mining. Certificates of completion are issued to all who attend. Certificates are required by MSHA under 30 CFR Part 46.

Employers are encouraged to request training in advance to meet the requirements of annual training under 30 CFR Part 46. Every training program presented will follow MSHA recommended outlines and focus on the individual learning styles of mine employees and characteristics of the surface mining industry in the state. The Mine Safety Training Program provides high quality safety instruction to mine employees in New York.

Services We Provide

Types of Training

Part 46 Training - Training complies with mandatory requirements for training and retraining miners and other persons at shell dredging, sand, gravel, surface stone, surface clay, colloidal phosphate, and surface limestone mines. You can view the requirements of Part 46 at (MSHA)

Courses follow specific MSHA guidelines as outlined in 30 CFR Part 46. A program of instruction will be based upon instructor availability, geographic location and the seasonal needs of the industry. Recommended areas of instruction include machine guarding, powered haulage, electrical safety, personal and fall protection, quarry hazards, hearing conservation, dust control and hazard communication.

Requesting Our Services

All employers who use our services must have a valid, active mine identification number or contractor designation provided by the U.S. Department of Labor, Mine Safety and Health (MSHA) Administration and operate an active mine operation in New York State.

How We Can Help You Improve Mine Safety and Health

The goal of this program is to reduce the incidence and severity of lost time and other non-fatal injuries to mine employees working in New York State. This can be accomplished by providing a comprehensive safety and health program that meets or exceeds the requirement of the Mine Safety and Health Administration. This program uses a proactive approach to safety and health training that is designed for each segment of the mining industry in the state. Focus is given to subjects that are highlighted by MSHA and to areas of concern (injuries) that have been incurred by the industry.
