During the formal State Board meeting, members discussed acceptance of the Bylaws and the pros and cons of authorizing Board member designees and allowing them voting rights. The Bylaws were adopted with minor changes. It was agreed that only ex officio members of the Board may designate an individual to represent them at meetings and the Board is seeking an opinion of counsel as to whether that designee may have voting rights. Members also agreed to establish four Board committees: Emerging Workers, Incumbent Workers, Transitional Workers and Local Workforce Investment Board Liaisons. The Committees will be co-chaired by one business and one public sector Board member. Additional discussion centered on skill gaps and the phrase “self-sufficiency.” How a board defines self-sufficiency has a direct impact on its ability to serve employed workers. The afternoon training session devoted a significant amount of time to providing Local Board chairs and State Board members with a foundation on how to develop policies to serve both employed and unemployed individuals.
