Subcommittee met on January 17, 2002 in Albany. Howard Berman chaired the meeting which was attended by: Charles Callahan; Paul Cole; Harriet Rich and Dan Richardson

• State Board Missions and Goals for 2002: Members discussed and commented on the draft mission statement and supporting goals and objectives of the State Board and made suggestions for slight modifications to the draft document. The Subcommittee entered into a lively discussion on the roles of the various subcommittees and how the Transitional Worker Subcommittee can contribute to the general mission and goals of the Board in providing target activities and direction for the transitional worker.

  The Subcommittee drafted suggested changes and it was agreed that Dan Richardson would present these suggestions at the full State Board meeting that followed in the afternoon. It was also suggested that the next subcommittee meeting would focus on the current/mid-range/long range objectives to meet transitional worker needs.

• Concept Papers: In order to support the efforts of Transitional Workers, the Subcommittee discussed concept papers that would target the needs of two subgroups within the Transitional Worker population: Older Worker and Individuals with Disabilities. It was discussed and recommended that the Department of Labor on behalf of the subcommittee develop Request for Proposals that would target resources to these two groups.

  The subcommittee also discussed a paper on Industries that Contribute Significantly to New York’s Gross State Product, written by the Research and Statistics Division within the NYS Department of Labor, to determine if the industries that would be supported with funding in the two RFPs should only be from those industries presented in the report. It was determined that since the economy of each local area might have substantial reason/justification to support industries other than those in the Report, that with appropriate and significant justification other industries would be considered.

• Next Steps: A draft of the Subcommittee’s Goals and Objectives will be circulated prior to the next meeting. It will then be presented at the next meeting for further discussion/modifications/acceptance and action.

  Next Meeting will be targeted for sometime prior to the next SWIB meeting.
