SUBJECT:	Workforce Development System Technical Advisories and New "Information Memos"
Purpose:	To provide the workforce development community with the Department of Labor's process for sharing policy and operational guidance, technical assistance, and general information. Henceforth, information will be posted on the Workforce Development website at www.wdsny.org.
Background:	In an effort to be more responsive to the needs of the workforce development community and to maximize the benefits of new technology, the Labor Department has evaluated the manner in which it communicates information to WIA Local Areas and interested parties. The goal has been to refine the Technical Advisory process to increase the speed of information sharing and to clearly delineate system guidelines from general information. Technical Advisory The Workforce Development System Technical Advisory (TA) will continue to communicate WIA policy and operational guidance including system administration, program issues, and fiscal issues as well as other pertinent information such as technical assistance. Individuals may request personal notification via e-mail when a new TA appears on Workforce Development's website. Simply follow the directions in TA #00-37, issued September 15, 2000; each time a new TA is added to the website, you will be personally notified. USDOL Document The Employment and Training Administration routinely sends many categories of directives to States, including Training and Employment Information Notices (TEINs), Training and Employment Guidance Letters (TEGLs), Federal Register Notices, and several program-specific letters. In the instance where WIA Local Areas should be aware of a directive but the State does not need to provide additional information, a notice of the federal document will be posted on the website. A link will be available from the "What's New?" section of the wdsny.org homepage which will open the document for your reference. Information Memo General information, and some time-sensitive information, will be shared with the workforce development community via a new document - the "Workforce Development System Information Memo." The WDS Information Memo will transmit non-guidance information regarding such topics as the One-Stop Operating System (OSOS), conference announcements, new publication notices, and funding opportunities. When the Information Memo contains time-sensitive information requiring a response or action, an e-mail will be provided to those who have requested personal TA notification (as described in TA #00-37).
Action:	Members of the workforce development community should become familiar with this new process. It will be critical for all to regularly browse the http://www.wdsny.org website for Information Memos and the issuance of new Technical Advisories.
