| SUBJECT: | Submission of Discrimination Complaint Logs |
| PURPOSE: | This is to request that all Workforce Investment Act (WIA) Title 1-funded Local Workforce Investment Areas (LWIAs) submit the discrimination complaint logs that are maintained by the Local Workforce Investment Area Equal Opportunity Officers. |
| BACKGROUND: | The New York State Department of Labor conducts periodic reviews of recipients of financial assistance of WIA Title I funds to evaluate applicable equal opportunity and nondiscrimination laws and regulations. Maintenance of the complaint logs has been decentralized to the LWIA grant recipient level. The State is responsible for collecting the complaint logs and making a single consolidated submission to the Civil Rights Center of the United States Department of Labor accordance with 29 CFR Part 37.37 (c) which requires each Title I recipient to maintain and submit, upon request, a log of complaints filed with it that allege discrimination on the grounds prohibited by Section 188 of WIA. CRC Directive No.: 2003-02 requests the submission of all of New York State’s discrimination complaint log information on or before Tuesday, January 7, 2003. |
| ACTION: | Local Workforce Investment Areas are requested to submit complaint logs covering the past two fiscal years October 1, 2000 to September 30, 2001 and October 1, 2001 to September 30, 2002. The logs are to be submitted to the State-level Equal Opportunity Officer at the address shown below by Tuesday, December 31, 2002:
