| SUBJECT: | Revised Policy Regarding the Purchase of Computers under the Trade Reform Act of 2002 |

| Purpose: | To transmit revised policy which prohibits the purchase of computers with TAA funds |
| Background: | TA #02-16 established a policy that the purchase of desktop and laptop computers would be approved on an exception basis only.
TAA eligible workers have various means to access computers to fulfill the need for computer use as it relates to the successful completion of a Trade Act approved employment plan. Computer access points include computer labs on campus, in public libraries and one-stop centers. The New York State Department of Labor’s Policy is as follows: Laptop and Desktop computers cannot be purchased with TAA funds for any approved employment plan. When the cost of a computer is embedded as part of the tuition, the cost must be identified in the employment plan and deducted from the tuition cost. |
| Action: | Local workforce development system partners should be aware of and comply with this policy immediately. System partners must work to identify the resources available in the community to assist TAA eligible workers in accessing computers, if needed, to support approved employment plans. |
