| Background: | The federally sponsored public national labor exchange system, known as AJB, will no longer be operational effective June 30, 2007. This cessation will affect the customized version of AJB, which serves as the internet portal for the New York State (NYS) public labor exchange system. The NYSDOL website currently links jobseekers to AJB so they may register with the talent bank and/or search for jobs, and links employers to AJB to enable them to post a job and/or search for workers. |
| Actions: | - General USDOL and/or AOSOS Actions
United States Department of Labor (USDOL) Notification
- The USDOL has placed the following notice on the national AJB website as an alert to customers:
Please be advised that on July 1, 2007 America’s Job Bank will cease operations. Please save any AJB materials (resumes and cover letters, etc.) to your personal computer before that date. To assist you in identifying an alternative job bank, hyperlinks to state job banks and private-sector job bank Web sites can be found at: http://careeronestop.org/ajbprsjbl
Customers who select NYS from the USDOL AJB transition site are linked to the NYSDOL website, http://www.labor.state.ny.us, which currently provides links for both jobseekers and employers to the customized NYS version of AJB. This process will be updated to automatically connect the customer to the NYS site replacing AJB as described below upon implementation (anticipated to occur on or before July 1, 2007).
- America’s One-Stop Operating System (AOSOS)
- Work is underway to revise AOSOS to expand the current data exchange (upload/download) process between AOSOS and AJB to allow states to exchange data with multiple job sites as designated by the state.
- Business Requirements for a new AOSOS employer self-service system module have been approved, with delivery anticipated sometime during PY 2007.
- NYSDOL Action Plan:
NYSDOL is taking steps necessary to ensure that job seeking and business customers have access to the best quality, user- friendly, internet-based public labor exchange available. To achieve this end, NYSDOL does not plan to rely on a sole solution as a replacement for AJB; rather, NYS is pursuing a range of available technologies to provide customers with a wide choice of options.
NYSDOL will be implementing the following action steps:
NaviSite, the vendor currently under federal contract to design/operate AJB, has launched a new site – America’s Job Exchange (AJE) – which is now available at: http://www.americasjobexchange.com
NYSDOL will enter into a data sharing agreement with NaviSite to host a NYS AJE affiliate website to replace the current NYS AJB affiliate website. The NYS AJE affiliate site will provide the same functions as AJB, and NYSDOL will be able to utilize current upload/download arrangements at little to no additional effort, including the following:
- Navisite will continue to support the current batch public interface (PI) process to accommodate nightly data file transfers with large employers in a batch mode.
- The existing link to AOSOS will be maintained, which will provide integrated search, match and referral through AOSOS.
To insure that the new NYS AJE affiliate job/talent bank site is populated as of July 1, 2007, the actions listed below will be initiated by NYSDOL:
- NYSDOL will email all AJB employers that were registered with NYS and were active in AJB since November 16, 2006, advising them of the intent to transfer their current AJB account information and open job orders to the new NYS job/talent bank affiliate site sponsored by AJE, and allowing them to “opt-out,” if so desired.
- NYSDOL will email all NYS jobseekers currently active in AJB advising them of the intent to transfer their current AJB account information and resumes to the new NYS job/talent bank affiliate site sponsored by AJE, and allowing them to “opt-out,” if so desired.
- Employers and jobseekers will be advised that if they elect to allow us to transfer their data to the new AJE site, they will be able to initially access their new AJE account based on their existing AJB username and password. After initial sign-on verification, the customer will be given a new AJE username, based on their email address, and will be prompted to change their password.
The NYSDOL Internet page, http://www.labor.state.ny.us, will be updated with the new NYS AJE affiliate site link (anticipated to occur on or before July 1, 2007).
- Next Steps:
NYSDOL and One-Stop staff should assure jobseeker and employer customers that NYSDOL intends to continue to provide quality public labor exchange services via the Internet when AJB ceases on July 1, 2007.
- AJB job seeking and business customers should be advised to make sure that their AJB account information and email addresses are up-to-date to assure the successful transition to the AJE affiliate site.
- Until June 30, 2007, customers should continue to use the NYS AJB affiliate site.
Further details regarding this transition will be shared with staff through the technical advisory process. In addition, messages and/or re-directs will be added to the current NYS AJB affiliate site, the NYSDOL website, and the Workforce New York website to advise staff and customers on how to access the new website.
Staff and/or customer inquiries on this subject can be forwarded to: nysjobbank@labor.state.ny.us
